     Thanks for your answer!

     1. I have updated my Yocto image from https://software.intel.com/en-us/iot/getting-started.

     2. upgrade firmware to 1.0.4

     3. reboot Galileo

     4. root@quark0198e8:~# connmanctl  >enable wifi   >   scan wifi   >services    >agent on   >connect "my SSID"   >quit

     5. root@quark0198e8:~# ip a   

                    wlp1s0: <BROADCAST,MULTICAST,UP,LOWER_UP> mtu 1500 qdisc mq qlen 1000

                link/ether a0:88:b4:1b:a6:d0 brd ff:ff:ff:ff:ff:ff

                inet 192.168.1.103/24 brd 192.168.1.255 scope global wlp1s0

     6. WiFi is working!

     7. power off Galileo and power on.

     8. connect Galileo with SSH(eth0)

     9. root@quark0198e8:~# iwconfig

               lo        no wireless extensions.

               wlp1s0    IEEE 802.11abgn  ESSID:off/any 

               Mode:Managed  Access Point: Not-Associated   Tx-Power=15 dBm  

               Retry  long limit:7   RTS thr:off   Fragment thr:off

               Encryption key:off

               Power Management:off

               enp0s20f6  no wireless extensions.

     10. My WiFi cannot start automatically.

 

     What problem to my Galileo?  Thank you again for your time!
